The government has officially declared the Jaramogi Oginga Odinga Teaching and Referral Hospital a Level Six Tertiary Hospital.
According to a special gazette notice dated June 18, 2025, the hospital will now operate as a Level Six facility, making it eligible to receive funding allocations from the National Assembly to enhance service delivery, among other benefits.
The gazettement came just hours after a meeting between President William Ruto and Kisumu leaders, led by Governor Peter Anyang’ Nyong’o.
During the meeting held at State House, Nairobi, the President announced an allocation of Sh3 billion to the Kisumu-based facility.
“We look forward to working closely with the national government to ensure swift implementation of these projects,” he said.
Gazette Notice No 111 confirms that the facility is now authorised to provide highly specialised healthcare services. The hospital will also offer teaching, research and training services on issues of national importance.
While it has historically received a wide range of patients, it will now be limited to referrals from other health facilities within and outside Kenya for specialised care.
The facility will provide multi-specialty referral healthcare services including public and private healthcare, outpatient and inpatient diagnostic services, medical and surgical treatment and related medical services.
Other functions will include collaborating with the national government on training and research, offering technical assistance to nearby health facilities and conducting research related to healthcare provision.
The gazette notice further states that to qualify as the hosital’s Chief Executive Officer, a candidate must hold a Master's degree in a health-related field from a university recognised in Kenya, have a distinguished career in senior management, and possess at least 10 years of post-qualification professional experience.
“The CEO shall hold office for a term of three years and may be reappointed for one further term,” the President stated.
In addition to funding from the National Assembly, the hospital may also generate income through lawful sources, including performance-based earnings, gifts, grants, donations, and other contributions.
